Bashar Malkawi and Shakeel Kazmi July 3, 2020 The implementation of the United States-Mexico-Canada Agreement (USMCA) is fast approaching. The U.S. House of Representatives approved on December 19, 2020 the USMCA by an overwhelming margin of 385-41. On January 16, 2020, the Senate passed the agreement in 89-10 vote. The U.S. notified other USMCA parties that it has completed its domestic procedures to implement the agreement- the final step necessary for the USMCA to enter into force. The USMCA will enter into force on July 1, 2020. Working paper: CSI in the tropics: Experimental evidence of improved public service delivery through coordination Daniela Collazos, Leopoldo Fergusson, Miguel La Rota, Daniel Mejía and Daniel Ortega July 2, 2020 This paper evaluates the impacts of increased coordination, accountability, and leadership among teams of responsible public officials, with evidence from homicide investigations in Colombia. We randomly assigned the investigations of 66% of the 1,683 homicides occurring in Bogotá, Colombia, during 2016 to a new investigation procedure emphasizing these features. We find a statistically significant 30% increase in the conviction rate in the treatment group relative to the control group. Indicators of the quality of the investigative process also improve, as well as the rate at which a formal accusation is presented before a court. ​ Blog: Acceso a Internet y Participación Electoral: Más Votos Apáticos en las Urnas Sergio Perilla July 1, 2020 En Colombia se han reducido las tasas de abstencionismo en las urnas desde los años noventa hasta hoy, con un incremento en las elecciones presidenciales del 2014.
